The documentation (even just the text if images and formulas are too difficult) should be posted to phpbb with a thread per chapter. It is difficult to comment on something in phpbb that is located elsewhere.

Another option would be the way documentation development is handled for php, postgresql (using php) or zope web sites. I like the zope one the best because it allows comments to be in-line, but zope is is an absolute horror to setup, and there seems to be a familiarity on the ROMS web site with php.
