Clearly your solution for semidiurnal and diurnal tidal phases and tidal amplitudes at the boundaries do not match TPX (especially at the Southern boundary) and it should. It is puzzling to me. I had this error message ** rank 0 in job 1 c0202_35389 caused collective abort of all ranks because I had computer memory issues. I never tried that test case but if there is no land in your basin, try to undefine the MASKING option.
It seems that you have a NAN value for your min basin volume and a 0 value for your barotropic courant number. Start from there to debug.

The problem is that ROMS cannot find your ocean_upwelling.in (usually located in the External directory). So either you don't have it or you have a mistake on specifying your paths.
